The loan amount under the preferential program cannot exceed 80% of the purchase price. The remaining 20% can be contributed as a subsidy (e.g., "Young Family" or "Maternity Capital"), or the seller (developer or shareholder) can subsidize this first payment or offer installment payments for up to 12 months. If the developer subsidizes the first payment, the price may increase due to a higher tax burden on the seller.
With an IT mortgage, you can purchase housing under construction only from a developer. Finished housing can also only be acquired from a developer, a closed-end mutual investment fund (CEF), or, if it's a finished house, from an entrepreneur-constructor. A popular option under this program is constructing a residential house with the help of a contracting organization. You can build on your own plot or on a plot acquired through this program. An important condition is that all payments must be made using an escrow account.
Verification of income with a 2NDFL (Certificate of Income) is mandatory, but some banks may also accept a credit payment certificate in a bank-specific form as an additional document.
All employees of accredited IT companies can obtain a mortgage at a preferential rate, regardless of their position, responsibilities, or education. The required work experience at the company is a minimum of 3 months (or from 1 month if you’ve recently changed jobs).
This preferential program does not include the possibility to refinance an existing mortgage loan. In some cases, it may be more profitable to retain your existing housing with a higher mortgage rate and buy a new one at the preferential rate.
Yes, even if the mortgage is issued at a preferential rate, you can still get a tax refund on the interest paid. You can refund 13% of the amount paid to the bank as interest, but no more than 390,000 Rubles (meaning you can only claim a refund on interest payments up to 3 million Rubles).
If you are fired from an accredited IT company, you have 6 months to find employment at another accredited company with certification from the Ministry of Digital Development and tax benefits. Working in an accredited company is essential for the entire loan period. If your employer loses accreditation or tax benefits, the loan rate will increase.
If you purchase or begin building a house with an IT mortgage and then sell it and pay off the loan, you cannot participate in this program again. This benefit can only be used once.
Insurance for the acquired or constructed property during the mortgage period is mandatory. Individual borrower insurance may also be required by the bank, and refusing this insurance can result in an interest rate increase of up to 6%. If you initially pay for the insurance and then change your mind, you can fully refund your money by applying to the insurance company within 30 days.
The program does not require you to reside in a specific region; you can obtain a mortgage in any region of the Russian Federation, except for the new territories. You can choose a property remotely, obtain a mortgage, and complete the transaction remotely with the help of brokers from the "Etagi" company.
No, you can only participate in this program once. Participation as a co-borrower or co-signer is considered the same as direct participation. Even if the bank overlooks this condition when issuing the loan, if there is a rejection in subsidizing, the rate will increase to the current key rate at the time of signing plus 1.5%.
